We are Ontario; Canada based organization looking for qualified and experienced service provider to develop a bilingual (English and French) online application and database system. It will be designed to collect, organize, analyze and report on the environmental design and performance data of existing buildings across Canada.

[A] Scope of Service:
1) The system is to be designed initially to store data for at least 10,000 buildings and serve up to 500 concurrent users with the opportunity to expand the system with increased demand.
2) Users will firstly create organization accounts; add building information (including floor area and space type characteristics); and be able to give other users access to data and functionalities based on a variety of access levels.
3) Users will then input utility data, by building meter directly into the online system; by upload of MS Excel files;
4) Automated data quality assurance will be needed.
5) Depending on their access level, users will be able to view information and utility data from individual buildings as well as organizations and other groupings.
6) The system will have the ability to transfer data with existing applications.
7) The system will also interface with MS Excel and Adobe (mainly importing or exporting data and reports).
8) Timeline: We would prefer to have a beta product available for testing in June 2011 with the final product release available in September 2011.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
