[A] Scope of Service:
The solution must satisfy the following functional requirements:
1) Ability to open multiple originating document file formats - (for example, TIFF, TIFF multi page, PDF, Microsoft Office products, JPEG, and Bitmap, etc.)
2) Ability to support the native file viewing option
3) Application Performance – should have the ability to open and update documents in a reasonable amount of time
4) Navigation tools – allowing the user to pan, zoom, scroll, etc.
5) Original file protected – insure changes to documents are made by layering; original submitted file is untouched by updates/changes, etc.
6) Concurrent Review/collaboration – allow multiple users to access and annotate a document at the same time
7) Consolidation – allow for multiple layers to be combined into a single file
8) Copy to clipboard feature – ability to copy pages or selections to clipboard for use in other applications or within the viewer application
9) Save annotations – ability to save reviewer’s annotations to documents in various file formats
10) Save to various file formats – ability to save to documents in secure formats
11) Ability to Insert/delete/replace pages within document sets
12) Ability to run on a variety of form factors, including but not limited to; tablets PCs, IPADS, Smart Phones, etc.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
